I see your point, totally, and this story probably doesn't have all the details. But I'm thinking that "red bucket" was discovered during putting the fire out or during the investigation for the cause of the fire. Cops were called, so I don't think I can see it as firemen playing undercover cops with the detail (or lack) as I read it. They probably had to report any suspicious causes discovered for the fire -- as they would have to if it looked like arson.
