Connecticut and Hawaii may host SSNs that have nuclear SLCMs or torpedoes, but that's never confirmed nor denied by the Pentagon. Same with Virginia when CVNs are in port.

Nukes are positioned in states where the weapons systems that can deliver them are positioned. Bomber bases were long ago selected based upon geographic location, logistical resources, support assets, etc. The fact a state is red or blue is moot since that can change between elections.

Bases are also subject to the whims of the politicians who control the purse strings. And note that during the Cold War, dozens of states were host to nukes...places like New York, Michigan, New Hampshire, Maine and Massachusetts that would scream bloody murder today if the military argued for their return those states.
Blue and red partisanship didn't truly exist until the end of the Cold War. Today is another story.

And who said anything about anyone nuking anything? This is about the disposition of weapons after a theoretical secession. See the fall of the USSR for that scenario might play out.
