Romney wants to increase defense spending, but he followed that with the sentence "I won't spend one cent that we have to borrow." He went further and said he'd hold defense spending at 4% of GDP.
So if the job creation, increased tax revenue and spending cuts do not work as he plans, we won't be spending on anything.
