Kazakhstan authorities oust foreign missionaries

Astana, July 29, Interfax - Foreign missionaries have been expelled from Kazakhstan, country's Justice Minister Zagipa Baliyeva said.

"A large number of foreigners from the United States, Georgia, South Korea and Japan were expelled from the country by law enforcement authorities following court decisions for violating regulations while working as missionaries without the required registration," the minister said at a government session on Tuesday.

In particular, "head of Narconon, an organization associated with the Church of Scientology, was ousted with a five-year ban on entering Kazakhstan," she said.

"The propaganda activities by seven groups of Tablighi Jamaat missionaries were discontinued and their 22 followers are facing administrative charges," she said.

At the same time, "we revealed 27 instances of violation of the law on freedom of religion and religious organizations by heads of non-traditional religious organizations, including the possession of material containing propaganda of radical ideas and the teachings of non-traditional religions," she said.

To date, there are 362 foreign missionaries from various religious movements working in Kazakhstan, the justice minister said.

Religions are regarded as equal in the constitution but freedom of religion has grown more restricted, especially since a 2002 law pertaining to religion. There is not official religion, but the Belarusian Orthodox Church receives preferential treatment in order to safeguard traditional religion and Belarusian culture. The 2002 law has three classifications for religious groups, the smallest being a religious community which must have at least 20 individuals over age 18 to function. The registration of religious communities for some denominations (mainly Protestants) has taken years to accomplish. Foreign religious groups and personnel are viewed with contempt and experience the most harassment. Only registered religious groups can actively follow their beliefs and practices. The 2002 law regulates the importation and distribution of religious literature by requiring prior government approval. Foreigners cannot lead congregations.

Local Missionary Jailed Overseas


A Meridian woman has been in the custody of Macedonian authorities for a couple of weeks now because she was in possession of a rare set of coins.

Candi Dunlap was attempting to leave Macedonia and return home when she was arrested for trying to leave with coins of historical significance there. Pastor Wayne Smith at Fifteenth Avenue Baptist Church says Dunlap was not aware that she was doing anything wrong and that the whole incident is a huge misunderstanding. Smith says he has been speaking to Dunlap's husband Mark on a daily basis since the arrest.

"It is our understanding through Mark that possibly by Monday, there could be a trial date set," Pastor Smith says.

Smith tells Newscenter 11 that Dunlap has still been extremely positive throughout all of this and has even been smiling. He says Dunlap's husband is also doing well. Family and friends at home are left hoping and praying for Dunlap's safe return.

"The most important thing people can do is pray," Smith stresses.

A Facebook page has been set up in honor of Dunlap, titled "Prayers for Candi." T-shirts are also been sold through the page.
