There is a tax collected for Cota so this is not free.

Mayor Coleman cannot give away free stuff downtown fast enough.
Why are we giving people free bus rides after buying them all those free bicycles to ride around?
If that zoo levy passes tomorrow I will have to give up on this s hithole town.
