Yes, points/discounts ARE given for special classes of bidders. And I'm no expert in the legal contract end of things, but have worked in some form of government contracting for a very long time, since oh say, 1985ish. Have done so at the county, state, and federal level. Even if a PRIME isn't a minority/disadvantaged firm, the PRIME is given brownie points for using such subcontracts....
It could be so much, much simpler.... contracts do become convoluted and staffing projects so much more difficult and COSTLY.
OMG! What a relief to hear from someone who knows what they are talking about. It's like...ahhhhhhh.

The only other thing that I would add are the safety issues. Unqualifed, inexperienced contracting firms put their employees and every other person on the site, in danger. Once the project is completed, the public is in danger.

I'm not in construction, my husband is. Lots of uncles and cousins that are union tradesmen.

:-) I've been at my current employment since 1987ish.

No, quite the contrary. I know you're a straight shooter and informed enough to know you could have done that years ago. That was an off the cuff remark by me....

You know, race never entered my mine, it was the fact they are both 'female' that triggered 'minority status' to me. You know about the vicious, imaginary war on women, right? Never witnessed it myself, but 'they' say it's out there.

No thanks, the place on Broad St caters to a lower economic class of people. I ate there a couple of times, not my choice, was in a vehicle with hillbilly coworkers. The food is not that good anyway.

I wouldn't waste a trip to DC on something as frivolous as cherry blossoms, I have flowering trees in my own backyard. And I've been to Eastern Shore several times. I don't believe the pollution problems are as cleaned up as you think they are.

I travel a lot. All 50 states, nearly 1300 counties, I've crossed state boundaries over 1000 times, 21 National Parks and more of other Federal natural areas, numerous state parks in other states. Not much you can instruct me about in this country.
