The ninth amendment says that the people own and decide what is a right. The few enumerated ones in the BoR are prohibitions on the fedgov. Neither the fedgov or the state governments are authorized or empowered to define rights.

The "people" mentioned in the constitution are local governments, where the law making power of the people is exercised.

A major problem in the US is that many people, especially american lawyers, ignore the 9th and 10th amendments.

I am sure you know the reason for the blond hair, blue and green eyes and lighter skin of Northern Italy is due to the closeness of the Germanic peoples across the mountains from the Tyrol, Piedmont and adjoining sections. And the furtherance from the southern Italy, Sicily and North Africa regions. Makes a huge difference in physicalness and cuisine.
I worked with a fellow whose ancestors are Sicilian and I mentioned once about the arabness of the Sicilians and I could tell it offended him. Later I got to explain I wasn't saying Sicilians are arabs but the arabs influenced their cuisine and culture a little. He accepted that.
The people of Savoy and Piedmont are heavily influenced and related to the people of Langue' Doc of southern France. One of me ancestors, Ermengrad, was from Narbonne west of Marseilles and peoples of Langue' Doc stretches from Northeast Spain, across the Provence region of France into Savoy and Piedmont of Italy. They speak Provencal, a separate language from Spanish, French or Italian.
The peoples of the Tyrol are Germanic in culture, some language, physical features and definitely cuisine.
Tyroleans in customs, looks, dress and food are barely distinguishable from the Austrian Tyroleans. Northerners are definitely different than Romas, Napolis or Sicilians.
Hae you traced your ancestors back to Tyrol? One branch I traced led back to Yngvi Frey who lived BC in what is now Finland. I also found I am descended from both Charlemagne the Frank and Widukind the Saxon who were enemies and later become friends.

I understand your assessment of the Ukra and Uz. Ukrainians have different morals and standards than Uzbeks. Doing the things you attribute to the Uz is indicative to their ways and culture. Likewise how you described the Ukra is indicative of their ways and cultures. There is stealing in Ukraine but not in the magnitude of Uzbekistan. Uzbeks are descendants of peoples who rode the plains, stole horses from each other and do so down into our day and time. Whereas Ukras have very little of the blood and linage of the Mongols and Turks who came riding out of the east on the horses, attacking, chopping and pillaging. Uzbeks are descendants of these horsemen like Genghis Khan while Ukras have virtually no ancestors of these horsemen of the east.
I hope this is all making sense.
Hopefully it will give you a better understanding of each individual.

We have traced our ancesters back into the early 1800's and all from Italy. It's amazing!
My family is not from Sicily region, all mostly northern Italy.

You really went way back to your lineage. That takes a lot of patience and time.

It's wonderful to know because it's who we are, of all the ancestors, there's a bit of each in our genes and lives.

Yes it is good for one to know who and what one is.
Culturally I am Scottish Highlander through my clan MacNaicil but being from the isles one has different groups in their lineage. I traced my line of Abneys of Virginia back to D'Aubigne's of Normandy who were, before their Normandy sojourn, Vikings from Norway into the Shetlands to Normandy.
My direct ancestor, William d'Aubigne was personal attendant of William the Conqueror who took over the throne of England in 1066.
Another direct ancestor, a MacNaicil, also from Norway, settled on Isle of Skye in Scotland and the family branched out into the Inner Hebrides and onto the mainland.
What is rather interesting, descendants of d'Aubigne was in the English army of the Edwards 1 and 2 while the MacNaicil, MacNichols, was in the army of Robert the Bruce when they fought Bannockburn in June 1214. So I had ancestors on both Scottish and English sides.
I am also MacLeod, another Viking group, because MacLeods and MacNichols intermarried on Isle of Skye. It is indeed a small world.
