No surprise here - DD is one of the few state agencies where a large number of workers are exempted from civil service and effectively receive "merit" (i.e., political) pay.

It could be a poster child for the folly of SB5 in this regard - high quality professional public service does not work when everything hinges on kissing the bosses' collectives behinds.

To be honest, APSI is a good and necessary organization. If one wants to examine Medicaid fraud, look at all the Kentucky residents that come to Ohio for Ohio Medicaid after they are denied in Kentucky. Recent reports are that Kentuckians are coming from as far away as Louisville and Lexington for Ohio Medicaid. Yet know one does a d - - - thing about that. This is not fraud, just a accounting problem. APSI is there for these people.

CROOKS!! and here again goes another 1 mil plus of our tax dollars not properly accounted for.

I need to get a govt job where I can make all this money and not have to provide the agreed upon services etc...

Another reason to get SB 5 approved!!!!

Remember this story in November when this agency goes to the polls and ask for more money.The Department of Disability needs to take better care of the money they have and not be given more tax payer dollars to waste.

What's the problem..Sounds like the attitude of "good enough for government work" is alive and well with this bunch of government workers...It is not their own money. So, what the hell do they care about where it goes.

If government workers were providing the services instead of private contractors, there clearly would be more accountability.

Wow. A Government Agency just cutting checks with out doing any due diligence?!? Say it so. This is surprising to whom, exactly?

The only possible solution is MORE spending, MORE taxes, and MORE government.

Medicaid payments to agencies for services are intensely complex. It is frequently difficult to even locate someone at ODJFS who fully understands what documentation is required and how costs will be determined. In some programs "reasonable" cost can only be determined by averaging the costs submitted by all similarly-funded programs across the state. Which means that actual reimbursement levels can only actually be determined a full year after services occur. Which accounts for the practice of funding being disbursed before all the paperwork is in order. In some programs audits only occur years later, with cost adjustments back to earlier years.

I have no idea what actually is happening in this particular instance, but when they indicate that they need to have documentation in order to determine whether the percentage of administrative cost is right, it sounds like this kind of "cost-based" reimbursement.

I would simply urge the usual crop of naysayers who are willing to jump on the "Medicaid is overrun by fraud" bandwagon to wait until the facts are all in.

whether private or public there's always somebody scamming to cut checks or give jobs to friends and family when the funds come from the citizens.

isnt it amazing the huge increase of children considered developmentally disabled coincides with the growth of the DoDD?

This is only part of the story. APSI wards are routinely neglected - often, until they suffer serious injury and in several recent cases, neglected to death. When they complain, loving families are pushed away by APSI. Please, if you truly believe that APSI is a good and necessary organization, dig a little deeper. You will be horrified at what you learn.

By the by--the complications trace back to the legislature. We seem to have an overriding belief that making things more complicated is a good way to ensure accountability and eliminate waste and/or fraud.

Private business doesn't generally operate that way.

You got some data to back up either of those assertions? That there are more children considered developmentally disabled or that the DoDD has grown to a great degree?

And in an ideal world, wouldn't an agency with responsibility for a population be expected to grow if the population grows?

It's time for Developmental Disabiilities Director (Martin) to step down, or be removed by Governor Kasich. The fact that Martin is the parent of a developmentally disabled child has no bearing on his administrative leadership capabilities. The governor's office also needs to take a long/close look at DD administrative positions within central office and developmental centers. The time is now.
