You also said this:

That's a statement that seems to carry a sense of certainty.

How about this? The perp hits the lottery, works, or inherits? Or the dead guy had a policy of his own?

Like I said, odds are in favor of the dead guy's family gettin a payout.

But George makes a great point that also ties in to mine.

Uninsured? Minimal insurance? The law says you have to have insurance just like it says you have to share the road.

What good does the law do you if someone barrels into you or has a $25,000 policy?

The law means NOTHING. Your personal viligance is what counts.
