This is why positive rights are a bad idea.
In fact, the Ohio Constitution specifies that responsibility for the system of schools rests with the State. For years that responsibility was farmed out to local districts. Kasich took Ohio on a giant step backward in school funding when he balanced the budget by cutting funds that flowed from the state to the local levels (in many areas other than education). It has never been as simple as doling out dollars, and the relationship between funding and achievement has also never been a straight-line relationship.

Nonetheless, the trend has long been that the percentage of students not in poverty has correlated positively with the percentage of students demonstrating proficiency on Ohio's tests.

They haven't Fred. You're making an assumption that is not true.

Look at the two polls side by side, at how the question is worded in each, and how the answer choices are worded in each.

You're wrong. His numbers have been low since taking office, and December of 2012 was the first time since then that they were more positive then negative (barely). The Quinnipiac polls that have been administered have tested those numbers over time, since his election. The number from the Post was a single question, with different answer choices available to respondents.

I can't help it that you wish to see something that isn't there.

I can't give you any statiscal information, Karl. I can tell you from living in a neighboring state that MD is one big 'good ole boys' system and the violence and corruption that was in Baltimore has migrated outwards to the other,less populated counties in a big way. Cecil County is 10 to 15 minutes from our state line. I hate top cross into it because you are immediately besieged by the homeless and junkies.
Annapolis is well worth the hour drive for lunch, but corruption in the court system is alive and well there too.

Oh, I know the move was during his second term. And, politically, it was the smart thing to do. As a president, I see his failure to go after the Taliban and letting the lending institutions be de-regulated as his biggest failings.

We might be in a different world if he had slapped them down after the USS Cole the way George Bush Sr. did when Kuwait was invaded.

We absolutely would be in far better shape if the banking regulations had been reinstated during W's term.
