No Karl, you have mis-stated what I said.

In order to get government approval, the Keystone xl pipeline has been promoted by those who are building it as being a project that will enhance US energy independence by reducing US oil imports.

That is not what is going to occur. Most of the product being shipped to Port Arthur through XL will be exported, tax free.

And yes, Hugo Chavez was absolutely right in that regard.
