Not a bad idea. When I was growing up in Toledo, it was still using the ward system. It was good in that you had someone you could contact quickly or bring up a problem to quickly, the local based system worked pretty well. And Toledo was bigger in the 60s and 70s than it is now. I think it changed to a city council sometime in the mid 70s.

Toledo? We'll let gokeefe chime in on that one, but the suburbs are nice.
I will praise the burbs in Dayton, I lived there for 20+ years and th kids were educated in one of the top notch public high schools in the state there.

I can't say much about the burbs in Toledo though. The entire NW area of Ohio is struggling, huge loss of industrial base and even the burbs seem to be shrinking a bit. Some of them--Sylvania, Maumee, and Perrysburg (the Ohio burbs) are having a few problems--they were great 20 years ago, but have an aging and diminishing population. Maumee in particular because it was on the very southern edge of Toledo and that end of town turned ghetto--Southwyck Mall was there and then that mall was torn down. Another mall got built down the road right in Maumee.

Still, there are some pretty nice areas south of Toledo along River Road into Maumee and Perrysburg. Old money, though.

The burbs in Michigan are a bit nicer, but these are more of the "resort-ish" type of burbs near or on Lake Erie or further away from the city. Monroe or Lambertville are kind of nice.
