Some people incorrectly think that renters do not pay property taxes. The fact is, any business, including those who own rental properties, include ALL of their costs in what they charge for their product.
Now, what landlords should do and most don't, is put a "tax escalator clause" in the lease. This would allow the landlord to recover any increase in property taxes without waiting until the end of the current lease, and may provide something of a disincentive to renters voting for levies.

That sounds drastic. I would support no soup instead and see how that works out.
