Then why not say Bill of Rights, or the 2nd Amendment, copyright (which is still wrong) 1791?

Technically the original Bill of Rights is still not completely ratified, the original first Article failed to reach the necessary 3/4 state ratification, but is still "out there" for ratification.

You logically cannot take just the first 10 amendments and not include the other 17, because all the amendments are part of the Constitution and none are more or less important than any other amendment. So by your logic, the Constitution wasn't ratified until 1992.

Just admit you didn't think this through.

As it pertains to this discussion, the Second Amendment, part and parcel of the U.S. Constitution, was ratified in 1791. When we speak of the Second Amendment, we speak of Constitutional rights -- not Bill of Rights' rights.
