How can schools afford this? Shouldn't schools better spend there limited funds?

Go to . 381,363 unemployed certified teachers in the state. None of the Chinese teachers went through our superior teaching programs. They are here to figure out how we do it. Don't be fooled by fake stats that say we are behind. Its bull. Way to go Kentucky. Where is KEA on this? This is a huge waste of money in a time when school budgets have been cut every year.
