The concept of geoengineering is as old as science-fiction novels - but never would the greatest of imaginations 100 years ago have predicted that today, geophysicists are proposing field experiments to manipulate clouds.

Experiment all you want. The fact is that, while we can trigger a change (by AGW from CO2 emissions) we really don't have the tools to use blunt force 'remediation'. Just look at how easy it is to introduce 'invasive species' and how helpless we are to amend them. This idea is similar to adding ANOTHER invasive species to control the first (and when has that worked?)

One problem is that the major problem with climate change is that it is a CHANGE and the climate is disrupted while the system settles to a new state.

Adding another disruption to the climate will NOT eliminate the first. It will just increase the changes that the climate has to adjust to, while at the same time, emptying the publics pockets at a time when they need investment income to fight the change.
