All through school we were taught that it was illegal for governmental bodies to be in commercial competition with non governmental goods and services providers but that somehow got lost by so many governmental bodies going into business just like any other start up company would go into business.
The trick is, the governmental body isn't actually in the business.
They just bleed away tax payer dollars to start and construct the business and appoint a CEO and a board to run the place then suddenly it is an independent enterprise.
Unfortunately, that business that was created by the governing body does not pay back one red cent of that tax payer money that was used as capitol to start and build the company.
One of these days the lid will be blown off governmental bodies who placed themselves into a position where they are in direct competition with commercial interests.
