The article states, "Typically, a tier-one university is one that receives more than $100 million in federal research grants and has selective admissions, low student-faculty ratios and competitive salaries." As long as Diana Natalicio is president, UTEP will NEVER achieve tier one status. She insists on an open admission policy to the point that UTEP is listed as one of the "top three" American colleges for admitting virtually everybody.

Do we really want UTEP to become a top tier university? If so, the first step must be to fire Natalicio and replace her with someone who is committed to a selective admission policy. Those who are not admitted but want to pursue a college education should begin their studies at a community college.
