The Mexican government counted 12,456 drug-war deaths in the first 11 months of 2010.

Yes, and that's pretty horrible by any standard.
Just to keep things in perspective, however, we might want to think about this:
180,000+ Americans will die this year, due to health care gone wrong - and the overwhelming majority will be due to prescription drug reactions.
No known nation uses more drugs - legal or not - than we do. Our incessant "need" for drugs is driven by the engine of TV ads telling us 1,000 times per month that we just think we're healthy.
Thanks to the absolutely criminal junta of pharmaceutical giants and 'health care' we now start drugging children under the guise of "gee, you wouldn't want to get the flu & die, would you?" vaccine program that guarantees modern citizens 90-100 doses over the course of a lifetime.
So. Is the Mexican drug-war creating a terrible environment for good people? Unquestionably.
But we all might want to take a good look at which society is the root cause of this genocide.
It ain't Mexico.
