Voters on initiatives need what legislators get: public hearings, expert testimony, amendments, reports, etc. The best project for such deliberative process is the National Initiative for Democracy, led by former Sen. Looks like Texas is going to be getting even more cahs from California. If they were really interested in improving enviromentally friendly energy production tehy would insist that all alternative sources be produced inside the state's boarders.
