Nope. Places with rigidly enforced tariffs and foreign-investment restrictions will do the best for most of their citizens -- and for their own national power -- as they always do.
If you are talking raw-materials import/export that's a good idea ... we need not one-penny of imported manufactured goods in JAX. The rule is simple and easily applied: Use-it-here / make-it-here.
