So they just detained him for his own good. Yes, if you are too drunk to know the difference between a police department and a casino, then you don't need to be out walking around. Too many take the gamble of committing crimes, and win jail as the jackpot.

This guy seems to have a problem with alcohol and gambling. He needs to go to some 12-step meetings, such as Alcoholics Anonymous and Gamblers Anonymous.
