Feds test how stoned is too stoned to drive

Why add alcohol to the tests? Considering the rash of legalization of pot, wouldn't it have made more sense to simply do a driving while stoned study? Or were they looking for an excuse to come to the conclusion that pot and alcohol are not driver friendly??
