Finally ! We should not have to pay for smokers welfare housing along with their medical cost.

Because they OWN the buildings, they are authorized to take such a step. State law (controlled by the Tobacco--oh, excuse me, the Agriculture--committees of the state legislature) won't let any jurisdiction more local that state level do anything about tobacco use.
