The police should back up their demand with a guarantee that if a crime occurs where a concealed permit could have prevented the crime, the municipality or state pays 100,000.00 tax free in civil damages. Should a rape, murder or kidnapping occur, the damages should be 1,000,000.

No, you dunce. If the police are going to prohibit people from protecting themselves, they should step up and do it and while doing so, provide a warranty. Oh, that's right, they won't provide a warranty for their work, they just don't want you to have a gun, you stupid hay seed.

No free lunch.

When government screws up the taxpayer foots the bill.

More to the point , police chiefs are political appointees ,vote out politicians who won't protect and defend the Constitution.

I'm going to start with Obama.

And the taxpayer should have to dig in deep to pay when government screws up. Big government debt, like the one that Joe Arpaio is socking away, is god's way of saying the people should have monitored and controlled their servants better.
