here is what I think she should have done and should do now.
When she enrolled at KSU, she should have talked to their Office of International Students about her status. Perhaps, an F-1 visa could have been issued, but very likely she would have obtained that from her country of origin. She should have invested some time and money consulting an immigration attorney. She could have asked letters from her congressman and governor and present these as additonal supporting materials when she appeared before a U.S. consul in Mexico. During that time, she should have followed every law in particular NOT CLAIMING as a U.S. citizen in any forms and applications she made as such will automatically result in deportation. Finally, she should not have even attempted to hit the read without a license. She knows the risk of doing such.
For the present and future, I believe its best for her to go home after the one yer deferal of her deportation. Before she go, she could start applyinng for graduate schools, not only in the U.S. but also canada. Ask some international students how they applied for admission and came here legally. She should make use of her remaining time soiciting letters of recommendations from her professors for grad school admission. Then go back to Mexico and do the right/legal thing to come back here or to enter other countries.
