"I do order and declare that all persons held as slaves within said designated States, and parts of states, are, and henceforward shall be free" Celebrations began almost as soon as word got out on New Year's Day in 1863 that President Abraham Lincoln had signed the Emancipation Proclamation, which contained those words.
