The location is not the problem. The responsibility is within the people of the family and the individual.

Put these little schitz of Solano County to work on after-school and weekend jobs and stop paying them allowances. Make them earn their own walking around money. I guarantee you, the yutes will stop griping and whining and begin to appreciate life a whole lot better.

"Findings also revealed that youths feel disengaged, underutilized and disrespected, Romero said. Suggestions she posed to mend the divide include developing youth-friendly policies, enhancing youth funding and creating youth-friendly spaces."

What??? Kids today have more freedoms, WAY more youth programs available to them, and much less responsibility than what we had as kids. All we had as kids was Little League and scouting. We didn't have after school programs, skate parks, and every activity under the sun. Just look at all the activities listed at the community center.
They want respect, huh? Well, parents need to teach these whiners that respect is EARNED, not given. If they want respect, make them put down the XBox controller and make them do regular household chores.

What a bunch of crap. I'm with Emjoe that thee are plenty of things for kids to do if they turn off the video games and MTV,(or is it Springer?).

I wonder how much this "study" cost us taxpayers.

I'm with both Emjoe and Bob.
When was the last time you've heard anybody tell a kid, "make yourself useful or go outdoors and play."
