I say again that iff GovGuam since the 1990's had proceeded wid a formal popular vote on GUAM SELF-DETERMINATION and INDIGENOUS RIGHTS VEE THE USA, iff only as a casual/simple Ballot Question during every 2-4 year Guam election period, GOVGUAM = GUAM COULD HAVE HAD A VALID, OVERT LEGAL BASIS FOR ITS DECISIONS AND ACTIONS ON THE TURNOVER OF EXCESS/SURPLUS FEDERAL LANDS TO ANCESTRAL LANDS + CHAMORRO LAND TRUST, ETC. AS OPPOSED TO THE MANY HEADACHES AND COMPLAINTS IT RECEIVED, AND IS STILL RECEIVING, NOT TO MENTION PROSECUTORY LEGAL RISKS GOVGUAM NOMINALLY FACES VEE THE FEDERAL GOVT.
Sorry to say but its true that many of Guam's politicians since the 1990's cannot claim they did not know, nor were not warned.
