I think the numbers are false, And I will tell you why. The Police Dept reclass crimes so that it does'nt affect thier numbers of violent crimes. Yes homicide you really cant change that, But in other areas the pressure is put on the Police supervisors to kept the numbers down. When they meet in comstat
