This is because of america's idiotic birthright citizenship policy which is NOT in the constitution. The 14A says

All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.

The key is that phrase "subject to the jurisdiction thereof".

Changing the 14th amendment should be a big part of any immigration reform package.
