On any given day, nearly 23 percent of all young Black men ages 16 to 24 who have dropped out of high school are in jail, prison, or a juvenile justice institution in America, according to a disturbing new national report released Oct.

If 23 out of 100 black males dropout of school and 6-7 of every 100,Asians,Hispanics,whites dropout.Why is the education system being blamed for letting them down.The parents should take the blame.Although they did say adults also for their care and development.What they don't call them parents anymore?This is the part that gets me.They want us to fund a re-enrollment program to get them back into school.Why should we be held responsiable for this?We already pay because their either in prison or the juvenile system and to top that of we pay for their kids to be on welfare.Why don't the prison and juvenile educate them?It is not the responsiablty of the citizens.This crap never ends.It only gets worst each year.

I feel you have pinpointed the exact cause of this problem. Without a doubt it is caused by slavery, Jim Crows Laws, and racism. In no way shape or form are the black parents or the black drop-outs / criminals themselves responsible for their own actions it is clearly the fault of white society and racist devil police forces.

When do you think you will start with this help?There has been program after program and it just doesn't seem to matter.I think the key to this is simple and common sence.GOOD PARENTING would be the very first steps to be taken.That has nothing at all to do with race.

WOMEN can't raise boys by themselves. Young black teens drop out of school 100% of the time when they are being raised in a household ran by a SINGLE MOTHER.
This is my observation but I'll bet I'm not wrong to point this out.

No surprise there. That's why children must be kept in school. Any time I see a young black child who is a drop out, I think, what do your parents have to say.

My mom would have murdered me if I was a high school dropout. No question. Fine, the school system sucks sometimes, but we can use it to our advantage to get ahead.

Hollywood and Hip hop culture is poisoning the minds of Black Youth with garbage.
Police and Justice system are bias towards Blacks, So. Life ain't fair. These kids needs to be taught how not to get in a confrontation with Police. It seems to many Black Youth are being taught to fight back in any and all situations.
Youth need to learn that when a Police pulls you over to check their vehicle that is not the time to confront the Police. Do as the police says and survive the situation.

Blacks and latinos have a similar high school drop out rate.
inner city schools have the worst rate and they account for the high numbers.
rural or suburban schools you won't find blacks dropping out at high rates. The real problem is inner city schools are not edcating youth. Or is it the parents in the inner cities can't control their kids.

In Toronto, it's both. You have some crappy schools that don't teach students properly and then you have bad parents who don't teach their children properly. The mix of the two often produces drop outs. Either way, I put more responsibility on the parents because crappy school or not, I don't understand how parents can see their kids' grades or see their kids' absences and not go postal on their child. If I dropped out of school, my mom wouldn't give a damn about Children's Aid Society coming, she'd beat me till if Children's Aid ever did come, there wouldn't be much of me left to find. Some of these parents don't parent properly.
