Rule No. 1 - Dumping poop tanks will not be allowed unless the load is set into a steep-angle re-entry trajectory to guarantee destruction by heat and friction in the upper atmosphere.

Otherwise we'll have giant frozen poo blocks smashing into satellites or hurtling into the mall.
