The Salinas Police Chief is not qualified to offer any credible advice on how to successfully combat crime for the Iraqis and Kurd Police. The Criminal Gangs rule Salinas streets and the police hands are tied due to the Sanctuary City policy that protects and harbors the thousands of illegal immigrants living in Salinas. It is no secret that a large percentage of the criminal gang member are illegal immigrants. Many of them commit identity theft, drive without drivers licenses/insurance and regularly commit serious crimes that go unsolved.
