Regarding fraternity student responsibility beyond actual perpetrators and knowing bystanders, what about the house president or house manager--did they know or should they have known?

In addition to action against the fraternity, non-innocent students should also face discipline, including suspension and expulsion. Was hazing house policy--formal or informal? If that be the case, the house officers such as the president and manager might have liability.
