Researcher: Future depends on raising test scores

Dr. Randy Liepa, superintendent of Livonia Public Schools, said he sees the issue as more of a socio-economic one.
It does not seem a racial issue as a social economic one. A parent is is not at home due to financial struggles will not have the time to take part in the education of their child.
