Pay doctors to churn through patients, procedures and tests, and they will. As a business model "do more, earn more" has been singled out by policymakers and the industry as deeply flawed and one reason the U.S. spends so much on healthcare.

The problem with fee for service is that the medical industry can collect that fee from the private or government sector. But they don't seem to want the regulation or procedures of government reimbursement but they sure as heck will take that money.

If it ever comes to a fee collected directly from the patients these health care institutions and organizations will change their tune to that of competition and free market-uh oh.
