Very easy problem to solve! Have the schools to set standards, enforce those standards. Cut out ALL extracurricular activities, Band, dance, cheerleading, Basketball, and football. Make it mandatory for ALL parents to attend PTA, allow no exceptions unless the parent(s) is/are incapacitated. All pregnant girls will NOT be able to attend regular school, they will have to attend night school.
Without all of the things mentioned above, there should not be any distractions.
