Yeah but you that ain't going to happen.Very easy problem to solve! Have the schools to set standards, enforce those standards. Cut out ALL extracurricular activities, Band, dance,cheerleading, Basketball, and football. Make it mandatory for ALL parents to attend PTA, allow no exceptions unless the parent(s) is/are incapacitated.All pregnant girls will NOT be able to attend regular school, they will have to attend night school.
Without all of the things mentioned above, there should not be any distractions.

Discipline ... respect and really learning the principles of reading , math and taking care of ones body.
Giving them the real survival tools with realities embody with community and global awareness.
