WELL IT APPEARS ,congress/ senate has finally set the standards for the death penalty "3 DEAD AND 200 MAIMED"........ while the perp gets all the benefits the state county and feds can muster..., the 203 will get teddy bears,ballons and"ALL THE BILLS"
