For about the last two years a hot topic in Fitchburg has been what to do with an old one-story Main Street building sitting directly across from the city's train station in the heart of the downtown.

This story is closer to scenario1 than scenario2.

In plain english:
The more land owned by non-taxable entities, the greater the burden on the taxed entities.
This is especially true if government is not limited, expands services and increases expenditures.
