Well it will make the black market bigger. It will allow the kids to buy all the cigarettes they want. It will allow the smokers to get cigarettes cheaper. It will raise every ones taxes to fight the black market. Look at the billions they have spent fighting drugs and you can still buy them very easy. The Al Capone of today must be wetting his pants he is so happy with theses tax raises. He should put the business up on the stock market, it would raise the market up.
