These laws were implemented to help protect children yet the message they send is one that our greatest resource in the world, our children, are disposable. First paper products, then razors, heck cameras, now our children? If you don't want them throw them away or give them up. If you research abandonment history and that of orphanges in Europe the became so crowded and over run they eventually had to shut down. Not to mention the fact that these children are more than likely be split up and separated and shoved off into a foster care or adoption system and could be abused and neglected. I know from personal experience these situations are not always the best for the children. Plus, they stand to lose their biological and family ties, and medical histories that are so very important and so will their children, and their children, and their children. I also know this all too well.
