Senator Boxer knows that her strict unenforceable ballast water regulations for the state of California, denying National legislation has cost all states jobs, invasive problems, large expense, and a human health risk for all Americans since she killed legislation passed in the house 395-7 created to protect all American waters equally.
Since Dec 2009 Congress has been aware through prepared reports, the cost of foreign imports would rise with national ballast water regulations. Cost determine where manufacturing takes place.
Senator Boxer's policy to kill national ballast water legislation is in alignment with this administration's Coast Guard delay plan for ballast water, as this will facilitate economic recovery based on renewed globalization, dependent on increased shipping activity.

NEWS FLASH!!! NY governor fires the DEC commissioner instrumental in crafting NY state ballast water laws. With mid terms coming and a new governor for NY, with the the president ignoring ballast water before signing a Coast Guard authorization bill, with a historically disinterested Coast Guards long term plan, not to mention Senator Boxer up in election polls, the prospect of meaningfully environmental protection on a national level looks very grim.
