To promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries;

It is certainly within the right of any state to deny state funding to any industry or endevour.

Of course Texas is opting out. Texans are stupid. I've never liked any Texan I've ever met. They are ultra conservative and white trashy and redneck and rude and just plain ignorant. Closed minded ignorant dumbasses who think Jesus is coming home any day now. I could care less if they opt out of stem cell research or not. The whole point is that our President is backing it and the rest of us who aren't stupid can benefit from it. I could care less if Texas were given back to Mexico. That's what they want any way. We fought for Texas and it isn't worth a damn anyway except for oil. The future of Oil is dim anyway. Just make sure when they give it back that Bush and his whole family are in Texas and they can go with it!
