The Chinese are probably stealing power like they do everything else, they probably have thousands of miles of extension cords.

Stinking Cow Dung still farting after eating roasted stray dogs and cats in Hanoi. Roasted dogs and cats are delicacies in Vietnam. Those poor stray dogs and cats are not safe in vietnam.

"And A123 Systems hopes its small demo project — its first foray into the country — will turn into a much bigger deal. "

It's going to be a big deal alright. BYD of China will more than likely 'copy' A123's design with of course some "engineering" changes that will make the BYD product different enough from the A123 product to fend off patent infringements. Then China will have its own technology to go head to head with A123. Once again China will have the technology and the advantage of $10 dollar a day labor to build it.
