The laws against in Africa are largely a legacy of French and English colonialism and for the most part, were put in effect back in the late 19th Century. Animosity to homosexuality isn't found in most traditional African cultures, that came to them through their introductions to Islam and Christianity. What has provoked the current wave of virulent anti-gay hate in a number of countries, is the increasing number of American influenced Evangelical Christians. For the last couple of decades, they have steadily built up influence in a number of countries. These are Dominionists who believe that God is in charge and they're just doing his bidding. The gay folk just make for the easiest target for them to flex their new found muscle.
