You can set any standards you want to. The parents are at fault for all the stupid kids that attend the CMSD. If they don't teach their children it is not the responsibilty of the teachers to raise them. They are there to help them and NOT be the parent. Mayor is out of place thinking he is a teacher or that he even knows what the teachers do to educate the children of CMSD. He should worry about running the city not the schools.
