No, "Arab-American" means a US citizen whose personal lifestyle is a blending of Arab culture and normal American culture. If an American is of pure Arab descent but follows a totally American lifestyle, that is no longer an Arab-American. That is simply an American who happens to be of Arab ancestry.
For example, some of my cousins are really Indian-Americans. They combine the cultures of America and India. But while I still still trail a certain amount of Indian culture in me, basically I don't give a damn. I prefer to live and act like a normal westerner. Someone like me is called a Hindon't, which is a sarcastic spin-off from the word "Hindu."
