I believe a ban the use of flares and fireworks in crowded venues with cardboard and foam ceilings would make sense.

The story reads that four of the deadliest fires of this sort were caused by indoor pyrotechnics.

On another thought;
I'm amazed at the fella in the picture carrying the man who obviously weighs at least as much maybe more than himself.

Perhaps a modern society, should never coincide in the same sentence, where foam and cardboard ceilings is mentioned, at all? More like over 400 sets of parents, now get to consider the price paid, to overlook safety standards and ignore proper fire and building specifications.....
