This fool cannot run for mayor again, he has reached the limit allowed. On 2006 when he prayed for rain, was the last time the mayor did anything for the great city of El paso

Really? 20% of El Paso will get precipitation? Or is it really that there is a 20% chance somewhere in El Paso there will be precipitation? I'm no weather person, but I'm pretty sure the writer has it wrong.....
